Well, the bird sits on the
cable and it is currently not making a circuit but if it were to touch another
cable it will get electrocuted, because it would be making a circuit and that’s
the true story behind why a bird can sit on a power line.

Electricity
can’t flow without a circuit. If you touch a power line without touching the
ground you won’t get electrocuted but if you were to touch the ground you would
get electrocuted because you made a circuit. This is the same with birds. If
they touch another cable they will get electrocuted because they made a
circuit.
